The official website of Encoded Archival Description (EAD), details the history and evolution of this essential finding aid for archives and archival holdings. The site also includes principles and guidelines for each EAD version, tools and helper files, articles, and a link to the EAD listserve. Finally, the site discusses a recently developed schema for archives, the EAD-CPF (Corporate bodies, Persons and Families), which provides additional contextual information regarding the creators of the archival materials. Although the technical information regarding the schema structure, application, and tools is clearly written and accessible by non-experts, the documented history and rationale for creating and extending the EAD is particularly relevant for creating a digital archive about digital archives. The effort to create a data structure standard for preserving and accessing archival objects and records was largely the work of Daniel Pitti, co-director of IATH and former librarian at the University of California Berkeley. EAD was developed under Pitti’s tutelage at UC Berkeley and he has continued his expansion of EAD with the recently added schema, EAD-CFP. The site explains why SGML was chosen as best standard for encoding archival documents and also generally describes how it works (it helps create a DTD, which is a document type definition, a template that guides and standardizes archival description. It works as a digital form of preservation).

Friedlander, however, believes there is sufficient common ground among the individual disciplines that a shared infrastructure of tools, services, and collections would be cost and energy efficient, as well as producing fresh insights and opportunities for greater collaboration. She describes the technical tools and applications for accessing data, and identifies critical questions for researchers regarding the scale of their projects and networks of communication. Friedlander persuasively argues that the size or type of institution is not as important as the shared values and standard protocols among the collaborating groups.

This book provides a comprehensive manual that covers key areas of archiving. Its audience is that of the novice and student archivist. In addition to it textbook format, the material in the book examines the role of the archival profession in the electronic records environment. The first four chapters focus on how to get started with archives. The chapters concentrate on the definition of archives, organization and storage issues, and preservation. They provide practical knowledge on developing frameworks for the establishment of an archive. The next six chapters examine how to manage archives. The chapters explain how to decide what one wants, how to get it, once one obtains it, and finally how to manage it. It looks at appraisal and disposal, acquisition, accessioning, arrangement, documentation programs, and using computers (the tasks for which they can be used). The four chapters in section three discuss promoting archives, which includes public access, security, privacy, confidentiality, cultural sensitivity, and copyright. The last four chapters discuss how to manage non-textual items. Digital recordkeeping is described. The chapters provide guidance on how to use archival principles, process, and services for digital records, maps, objects, sound recordings, moving images, and photographs.

Besek explains how the collecting and preserving of digital content poses challenges to the intellectual property rights that libraries and archives are use to following. A balance between copyright owners and users is an ongoing process; therefore, Besek offers a paper in which she describes the copyright rules and exceptions. She also focuses on issues those involved with libraries and archives might encounter if involved in the creation of a digital archive. Besek explains that numerous factors exist when determining the copyright implications for works being considered for inclusion in an archive. Some of these factors include: the purpose of the archive, its subject matter, the manner in which it will acquire materials, and who will have access to the archive, and from where, and under what conditions. The purpose of Besek’s paper is not to go in-depth about copyright, but to provide the reader and potential archive creator, with information about basic copyright matters, so that the creator might recognize areas of concern as he/she plans the archive.

In January 2000, the Council on Library and Informational Resources (CLIR) assembles a group of professionals who were considered experts from different domains of the information resources communities to address the question: What is an authentic digital object? The article contains five position papers from that gathering, in which the contributors identify the attributes that define authentic digital data over time. The goal was to start a discussion among the different communities that have a commitment to authenticity. The five contributors looked at variety of concepts from a variety of disciplines: definitions of authenticity, case studies, standardization efforts, the historian’s view, interdisciplinary differences and goals, and preservation.

Digital Archiving: What is Involved?

In this article Dale Flecker, the Associate Director for Planning and Systems at Harvard University Library advocates greater involvement by the nation’s scholarly community in the process of preservation and archiving of material. Flecker warns that “the temptation to ‘let the other guy do it’ will be great” and that the field of archiving is “vulnerable to the free-rider syndrome.” He also points out that while larger national institutions such as the Library of Congress are making significant progress in the field, they will not be able to do it on their own, and in order for proper standards to be met it is up to scholarly institutions to “monitor, encourage, and when possible, participate in this innovative program.” Issues such as institutional funding will greatly affect how our digital archives are maintained and constructed. Flecker urges the higher education community to take initiatives that include model archives to demonstrate feasibility and also to demonstrate to government and educational policy makers the importance of supporting digital archiving projects.
This article presents a clear and concise case for greater involvement of America’s institutions of higher education in the digital archiving process. It also points to the importance of the higher education community’s influence on other decision makers as to the continued importance and support of digital archiving projects.

How Do You Know What You Don't Know? Digital Preservation Education

This journal article talks about the importance of educating those at the local library or school level who are tasked with a digitizing or scanning project but do not have the proper experience to know how to manage or request the proper resources for such a project and are not familiar with the most current and best practices of digital preservation. Molinaro also warns of the pitfalls of not having an adequate plan when it comes to storage of the large amounts of digital information that is generated during a scanning or transfer project. One example she uses is the digitizing of newspaper microfilm which produced large files of information that the library was not able to handle and thus the file types were changed to fit the space they had and many of the files were lost in the process. In such a case Molinaro says that “In reality, a poorly conceived plan is not better than nothing.” This is in response to a common idea that even if the process of digital preservation is flawed, it is still better than nothing. Molinaro would rather see those responsible for digital preservation projects attend one of the many national seminars on the subject so that those on the local library level can be on the same page as many of the national institutions of higher education are.

These standardized guidelines published by the Federal Agencies Digitization Guidelines Initiative are what constitute the collection of best practices when it comes to digitizing images and documents. This is a document that is updated for the National Archives and Records Administration’s Technical Guidelines for Digitizing Archival Records for Electronic Access that was published in 2004 and contains updates that have been made in the field since the last document was published. One of the tasks of the Still image Working Group is to “define a common set of quality or performance metrics that can be used in describing and evaluating digital objects.” These standards cover master image files, scanning practices for photographs and microfilm, and metadata types and assessment of metadata needs for different images.
These guidelines represent highly specific and technical best practices for the digital preservation of images for federal archival agencies and serve as an important set of guidelines. Image issues such as color preservation and resolution are important considerations for the archiving agency and this set of standardized practices can provide a uniform approach to such matters.

This article addresses the preservation needs of an ever-expanding university. Preserving collections is an expensive effort that necessitates collaboration and ample patience. When preservation is not “a natural part of the institutional culture” (16), implementing a new preservation program requires approval from administration and agreement from all departments of the university. Most important are “clear policy statements” and goals (16). When creating these foundations, all areas of the library must be represented. Success is “dependent on understanding the importance of having a plan and developing a shared vision from the organization” (16). It is necessary to review what other universities are doing and create a list of justifications. UCF also surveyed employees to determine areas of improvement and training needs. They had to consider environmental concerns and lack of personnel. Records had to be updated to meet current standards. Many digital records had to be created to protect originals. Arthur and Dotson write, “Digital preservation is not a passing fad… it should be one of the top priorities” (18).
