Abby Smith combines the collective experiences of digital library staffs over the past decade as she analyzes and reviews selected practices, identifies selection policies and best practices, and discusses long-term implications of the opportunities and constraints that shape the digital library collections of “first-generation” digital libraries. First generation refers to libraries that “have been engaged in significant digitization for a while.” However, she did analyze a few libraries that were just beginning to develop their own digitization programs. Her purpose was to look at libraries and complete an analysis of significant achievements that made it possible to identify good practices and benchmarks for success. In her conclusion, she explains that libraries need a clear sense of how a digital project fits their mission. One of the elements Smith examines is cost, since many libraries need funding to cover digital costs; however, she contends that there are numerous benefits, such as the amount of knowledge gained by staff about their own collections and those of other colleges, the protection of materials while increasing the access to the content, and the satisfaction of the patrons. In looking to the future, Smith believes digitization must clearly be an integral part of the core mission of the library who chooses these projects, and many factors remain for libraries to consider, such as the development of technical specifications, the management of storage, and the discovery of outside finds, and the need to discover how digitization will add value to source material.

Gladney’s article discusses the issue of addressing user interests in digital preservation. He notes that much scholarship on digital preservation to date (at time of writing) focuses on the interests of artists and scholars but that the users of archived digital information are growing to include businesses as well. He explains that one of the major concerns of users of digital archives is that of the trust. While the literature suggests that focus should be on creating trusted repositories, Gladney argues that this assumes naivety on the part of the users. Instead of promoting trusted repositories, he suggests focusing on creating trustworthy information. He discusses the concepts of “original” vs. “authentic” data and suggests a method for ensuring authenticity of digital artifacts, which he calls the Trustworthy Digital Object (TDO) Methodology. This involves attaching metadata to files which describes identifiers, external references, certification keys, and version history. Finally, Gladney admits that since TDO has not yet been tested, it is premature to give “firm assertions’ of its advantages over alternatives, but claims that TDO represents a necessary change in focus from repository needs to user needs.

This report provides an overview of knowledge organization systems (KOSs) and includes pertinent examples of their application to digital materials, offering extensive practical information for institutions embarking on digital library initiatives. The first section of the report defines the general characteristics of KOSs, with emphasis on their connection to a particular view of the world. The historic origins and uses of KOSs, in libraries and in other information management environments, are described, and various types of KOSs are discussed. The second section provides examples of how KOSs can be used to enhance digital libraries in a variety of disciplines, and describes how a KOS can be used to link a digital resource to related material. The third section discusses how KOSs can be used to provide disparate communities with access to digital library resources by using a KOS to provide alternate subject access, to add a new mode of access to the digital library, to provide multilingual access, or to support free-text searching.
The report concludes with a discussion of issues to consider when using KOSs with digital libraries. It provides a framework for the design, planning, implementation, and maintenance of KOSs in digital libraries.

The Automatic Obsolescence Notification System, version 2 (AONS II) is a system designed by the National Library of Australia and the Australian Partnership for Sustainable Repositories to monitor archived digital files in order to help archivists keep track of when files may become obsolete, so they may update file formats before information is lost. Pearson explains the need for this type of system, noting that “we are still far more advanced in creating digital information resources than we are in taking concrete action to preserve them.” AONS II helps archivists to deal with the practical issue of keeping digital files in updated and usable formats. Pearson discusses the PANIC (Preservation Webservices Architecture for Newmedia, Interactive Collections, and Scientific Data) model and the AONS I program that together led to the creation of AONS II. Next, he details the goals of the program and describes how the system works to track file formats and notify users of files that are in danger of becoming obsolete. Additionally, Pearson notes that AONS II is an open source program freely available for download through the SourceForge website.

The three authors of this article discuss three different repositories which house confidential, legally protected content and describe measures each institution takes to balance the archival values of preserving and providing access to its holdings against the equally important archival value of protecting the privacy rights and concerns of its donors. William C. Carpenter recounts the history of declassifying military and government documents and commends the succession of presidential orders that established automatic declassification in response to the ever-growing accumulation of military and government documents. While governments frequently halt declassification of certain documents during crises, such as 9-11, or open documents as in the Abu-Ghraib debacle, the automated declassification system places the onus on the donating agencies for keeping records sealed.
Business archives, on the other hand, enjoy greater legal protection for sealing its records from public access. Sara A. Polirer explains U.S. trade laws and property rights consider business records economically valuable assets despite their intangible nature. Because digitization and Internet commerce place marketable ideas at greater risk of copyright infringement, and because economic value is a fundamental factor in writing legislation, business archives must implement policies that promote business needs over the public’s right to know. The archival practice, “due diligence” applies to business archives in the careful classification of content and anticipation of what future researchers may need to know.
Health science archives face an especially difficult challenge in balancing the public’s right to know with protecting the privacy of patient records. Judith A. Wiener discusses the rationale for the patient privacy act, HIPAA, and identifies the problems incurred by health related archives ingesting health records. Because HIPAA does not designate time limits (as do military and government declassification regulations), nor does it provide guidelines for reformatting and digitizing health records, health science archives have had to restrict access and impede potential research and scholarship. In response, individual repositories and institutions are developing policies including the redactment of personally identifiable information and inserting time limits to both protect the privacy of the donors while providing access to the historically rich records.

In this chapter, Duncan and Ekmekcioglu present a range of responses by digital libraries and repositories to their institutions and users. Most institutions blend features of three models: massive repositories, which provide wide access but limit content due to centralized control and need for speed and efficiency; distributed repositories, which provide resources specifically tailored for their patrons, albeit fewer in number than provided by the massive model; and individualized repositories, which while unconventional and thus, lacking interoperability, may best support targeted research goals. The authors recommend following uniform metadata standards to support interoperability and access to a more diverse set of resources. These standards should include copyright information, a statement and timeframe for conditions of use, and geographical coverage—an increasingly important addition given the worldwide access of the Internet. Indeed, this article, written for a UK audience, refers to international standards currently adopted by U.S. archivists and librarians. The authors also describe barriers against reaching interoperability and effective collaboration between libraries, archives, scholars, information technologists, and users. Unresolved issues contributing to these barriers include poorly defined and restrictive copyright regulations, and author/creator fears of losing income from open access.

Preservation of digital data requires anticipation of potential threats to the integrity and authenticity of the items. Although future environmental and intelligence threats may be impossible to predict and thus, prepare for, Henry M. Gladney describes viable solutions for the long-term preservation of digital collections. Beginning with a clear mission, founded in both archival standards and a high level of technical expertise, Gladney outlines methods and procedures for producing ample copies, migration to newer forms of technology, facilitating search and retrieval functions, and preventing data rot and corruption. Throughout the text, he reiterates the importance of deeply understanding the unique structure and operations of digital objects (whether born digital or the digitization of analog material) and suggests greater focus be placed on the representation and sustainability of these objects as opposed to debating the structure and operations of a repository. To assure interoperability between institutions and future technologies Gladney proposes the “Trustworthy Digital Object" method. In addition to providing technical solutions, Gladney also engages philosophical arguments on what it means for an object to be authentic, accessible, and valuable.

Rice University’s “Our America’s Archive Partnership,” (OAAP), is an aggregation of diverse resources chronicling the history and culture of the Americas. In this article, Rice University professor, Melissa Bailar, discusses the scholarly and technical benefits that students and faculty receive as participants in this digital archiving project. She attributes enhanced technical skills, teaching, and the abilities to critique and conduct scholarly research to the hands-on experience of digitizing texts and developing the archive’s structure. Undergraduate and graduate students work alongside librarians, humanities scholars, and computer programmers, thereby fostering an interdisciplinary and collaborative atmosphere. This environment also supports the diverse content and contributions made by the sponsoring institutions including the University of Maryland, the Instituto Mora, and Rice University. Sensitivity to cultural differences and provenance of a particular collection is incorporated, for example, in the search fields, visual representation, and interface designed for that collection. In addition to fostering shared knowledge across disciplines, the OAAP maximizes an individual’s potential for expertise and scholarly recognition. By adopting the “craftwork” model, participants conduct both the transcription and encoding of texts and therefore, become more perceptive of context and historical and cultural nuance. Allowing individual researchers to gain a holistic perspective and accumulating knowledge facilitates enhanced scholarship. Bailar observes that the participating students and scholars are “shaping future research resources” as a result of both collaboration and individual research.
