This report discusses 12 different e-journal archiving efforts. It finds that individual libraries cannot fully preserve what should be archived on their own. Most libraries cannot get the licenses needed to archive what they want to. And while some e-journal archiving efforts have been made, most academic e-journals are not being archived at all. The report argues that libraries must make efforts to protect e-journals in order to meet the needs of researchers. It recommends that libraries work with publishers to create e-journal archiving programs and earn the rights necessary to archive e-journals. Libraries should collaborate about their efforts. They should create a database of existing e-journal archives, in order to better see the gaps in preservation. This information should be widely available online. The report calls for support of and lobbying from libraries and e-journal archives, particularly within the library and scholarly community.
Abstract
A summary of the resource.
This report summarizes a review of 12 e-journal archiving programs from the perspective of concerns expressed by directors of academic libraries in North America. It uses a methodology comparable to the art of surveying land by "metes and bounds" in the era before precise measures and calibrated instruments were available. It argues that current license arrangements are inadequate to protect a library's long-term interest in electronic journals, that individual libraries cannot address the preservation needs of e-journals on their own, that much scholarly e-literature is not covered by archiving arrangements, and that while e-journal archiving programs are becoming available, no comprehensive solution has emerged and large parts of e-literature go unprotected.

This article discusses the fact that prior to the digital revolution, only scholars could study primary sources. K-12 students and teachers were relegated to the little they could get to locally because they did not have the money needed to experience primary historical sources themselves. These limitations kept many students and teachers from getting excited about research. Digital archives, however, allow anyone access to primary sources in a nonlinear environment. Because of this, archivists should strive to create digital archives from a large variety of voices. In this way, the history classroom should be radically changed to foster historical inquiry and personal connections to historical content. The article discusses a study of pre-service teachers who engaged with digital archives. They found them useful for their future classrooms, especially since they often represented the marginalized groups not represented in the textbook.

This report discusses what archives must do in order to provide access to unpublished sound recordings from 1972 and earlier. Unpublished sound recordings may have been created for private use or broadcast, but were not distributed to the public. They may have been such recordings as live musical performances or interviews. Unpublished sound recordings rights are different from commercial recordings intended for sale. Archives and libraries may have purchased them or have had them donated. Some may be significant because they may be the only recordings of a particular event. The report’s review of copyright law finds that libraries are liable for preserving, copying, and streaming unpublished sound recordings from pre-1972. However, it finds it unlikely that libraries will ever be held liable for these laws, especially since sound recordings and their legal protection vary so much.

Building Relationships: "A Foundation for Digital Archives"
Description
An account of the resource
This article asks if it is worth the time and resources to collaborate with other digital archives. It explores six digital archives that were funded through the Library of Congress’ National Digital Information Infrastructure and Preservation Program to collaborate with each other. Building relationships amongst archivists is time-consuming. The most important factor in these relationships is trust. However, the experience shows that the benefits of collaboration far outweigh the costs. Collaboration allows professionals to work from a common knowledge base. It creates better relationships with data providers and software developers. And it allows for networked collections with common standards. Similarly, often, digital archives have certain strengths and weaknesses that complement each other. Working together allows digital archives to accomplish much more than if they were working alone. For these reasons, the authors argue that collaboration is essential to any digital archiving project.

Bringing Preservation to the Forefront: Preservation Initiatives as the University of Central Florida Libraries

This article addresses the preservation needs of an ever-expanding university. Preserving collections is an expensive effort that necessitates collaboration and ample patience. When preservation is not “a natural part of the institutional culture” (16), implementing a new preservation program requires approval from administration and agreement from all departments of the university. Most important are “clear policy statements” and goals (16). When creating these foundations, all areas of the library must be represented. Success is “dependent on understanding the importance of having a plan and developing a shared vision from the organization” (16). It is necessary to review what other universities are doing and create a list of justifications. UCF also surveyed employees to determine areas of improvement and training needs. They had to consider environmental concerns and lack of personnel. Records had to be updated to meet current standards. Many digital records had to be created to protect originals. Arthur and Dotson write, “Digital preservation is not a passing fad… it should be one of the top priorities” (18).

In his lecture to the University of Central Florida on November 13, 2006, John Unsworth described two types of scholarship within the digital humanities: representing primary source materials, and building tools to manipulate and analyze these materials. He noted a “new form of humanities computing appears” corresponding with the advancements in digital imaging and recording. Before the digitization and the information age, the representation of the artifact assumed greater emphasis than analyzing the text. As digital archives and collections began expanding and proliferating in the late 20th century, however, scholarship in the field turned towards text mining tools. The editors and designers of digital archives have improved the search functions of their databases and finding aids and continue to develop tools for interpreting data. Vast collections of multimedia artifacts and documentation provide opportunities for investigating intertextual, geographic, and chronological comparisons of the data.

Daniel Pitti, commonly referred to as the “main technical architect” of the Encoded Archival Description (EAD), explains the rationale for substituting EAD for the bibliographic type of record (MARC) used in libraries. He distinguishes archives and their need for creating a stable and faithful finding aid for the collections (fonds) from libraries and their need for specific item and location descriptions. Unlike library records, archival records must also provide greater detail and contextual information; including the origin or provenance of the item and its order of creation within the collection. The collection is then hierarchically arranged from the fond to the smallest piece (archival object) in which each layer is described according to the EAD format. Moreover, the encoding languages, SGML and XML, enable the EAD to be universally accessible through databases and differing hardware and software platforms. Pitti argues that this standard would enable archives and databases to share and link resources in an unprecedented way and that multiple formats and media could be equally standardized.

He recommends creating a new architecture for copyright that functions more like a shared economy, than a motive to protect creators. Lessig presents a variety of music videos which have been copied and parodied by ordinary people and uploaded to YouTube. One of the parodies features a baby dancing to music protected by copyright, which ultimately led to the publisher’s cease and desist request to the video's creator. Lessig questions our social values, when such harmless derivations of copyrighted work result in harsh or punitive consequences. He contrasts the “end of the era of passivity” to the current creative movement in digital media and the corresponding restriction by owners of copyright.
